Monitoring and evaluation is an essential component of accountability in management. Transparency, the creation of trust, effectiveness and efficiency in management practices cannot be achieved without the concern for accountability. i-APS Mali is an expert structure in monitoring and evaluation and creates the frameworks and tools necessary for the systematization of accountability in community support projects and programs.
This article is a contribution to the consolidation of local governance reflexes and practices based on accountability. Mutual accountability is an indicator of appreciation of the progress of democracy and civic engagement. Taking Mali’s decentralization policy as a framework, this article takes stock of the accountability mechanisms put in place by the State, local practices in times of crisis, the factors that block changes in accountability as well as only recommendations. It also aims to foster a better understanding not only of participatory democracy but also of the interactions between communities and development partners whose actions are based on accountability requirements.
