
Global Technical TPM, MEAL & Evaluation Expert
Brian Kule is a global Monitoring, Evaluation, Accountability, and Learning (MEAL), Third-Party Monitoring (TPM), and evaluation expert with over 14 years of experience leading multi-sector humanitarian and development initiatives across East Africa, the Middle East, and North Africa (including Uganda, Sudan, South Sudan, Syria, Yemen, Libya, and Haiti). He specializes in guiding M&E management, capacity building, analysis, and data quality. With keen organizational acumen to consult on policy with NGOs, and development partners to implement sustainable strategies and decrease vulnerability, poverty, and food insecurity, his background includes training on sustainability evaluation, evaluating coalitions, systems evaluation, and developmental evaluation.
Currently serving as a Technical TPM/MEAL Expert for International Advisory, Products and Systems Ltd. (i-APS), Brian leads tool design, data validation, and technical reporting across complex humanitarian portfolios for UN OCHA. Over his career, he has held senior leadership and advisory roles including Emergency MEAL Coordinator, Department Head for Accountability & Participation, and Country M&E Manager with major international organizations such as the International Rescue Committee (IRC), War Child, and BRAC. His expertise spans key humanitarian sectors including Protection, Health, Livelihoods, Women’s Protection & Empowerment, Early Childhood Development, and Climate-Sensitive Programming.
Brian holds an MSc in Development Economics and a B.A. in Economics and Statistics from Uganda Martyrs University and Kyambogo University, respectively. He is highly proficient in advanced data collection and analytical tools including KAPinsights, KAPsurvey, STATA, NVivo, CommCare, SurveySolutions, and SurveyCTO.
