About the assignment: i-APS is recruiting several positions for the planned U.S. Department of Labor, Bureau of International Labor Affairs (ILAB) requirement for on-demand monitoring, evaluation, and data services. The services will assess and report on the effectiveness and outcomes of ILAB-funded technical assistance projects and other program areas. ILAB anticipates a contract with one 12-month base period and four 12-month option periods.

Assignments span Africa, Asia, the Middle East, Europe, North, Central and South America, and the Caribbean, and cover five task areas:

• Outcome-based interim, final, and thematic performance evaluations;

• Rapid and ad-hoc evaluative studies;

• Ad hoc training and collaborative learning activities on M&E topics;

• Data support services, including data quality assessments;

• Data visualization, communications, and synthesis support.

Position: Bench of Evaluation and Data Specialists (Roster)

i-APS is building a standing roster of specialists who can be mobilized on six weeks' notice throughout the period of performance. Roster members are engaged under non-exclusive consultant roster agreements and are contracted assignment by assignment as tasking memoranda are issued. A roster agreement does not guarantee any minimum volume of work. Bench applications are welcome from candidates in any location. i-APS welcomes applications from specialists in the following areas:

• Evaluation team leaders and senior analysts for performance and rapid evaluations;

• Country, regional, and sector specialists, including child labor, forced labor, human trafficking, labor law enforcement, trade and labor affairs, critical mineral supply chains, and maritime industry and workforce;

• Qualitative researchers and key informant interviewers;

• Data analysts, including data quality assessment, Excel and Power Query, and statistical analysis;

• Data visualization specialists, including Tableau and dashboard development;

• Facilitators and note-takers for sense-making and learning sessions;

• Section 508 accessibility and copy-editing specialists;

• Translators and interpreters.

Language capability is a central selection factor. Applicants should state all working languages and proficiency levels.
