About the assignment: i-APS is recruiting several positions for the planned U.S. Department of Labor, Bureau of International Labor Affairs (ILAB) requirement for on-demand monitoring, evaluation, and data services. The services will assess and report on the effectiveness and outcomes of ILAB-funded technical assistance projects and other program areas. ILAB anticipates a contract with one 12-month base period and four 12-month option periods.
Assignments span Africa, Asia, the Middle East, Europe, North, Central and South America, and the Caribbean, and cover five task areas:
• Outcome-based interim, final, and thematic performance evaluations;
• Rapid and ad-hoc evaluative studies;
• Ad hoc training and collaborative learning activities on M&E topics;
• Data support services, including data quality assessments;
• Data visualization, communications, and synthesis support.
Position: Lead Evaluator
Designated key personnel. Based in the United States; candidates must be authorized to work in the United States. Substitution requires prior written approval from the COR.
Responsibilities
• Lead the planning, implementation, and utilization stages of all monitoring, evaluation, and learning tasks under the contract;
• Conduct quality reviews of technical work and prepare and finalize requested deliverables;
• Apply technical expertise in program evaluation, performance monitoring, indicator development, facilitation of learning, and data analysis and data use;
• Provide technical oversight of the bench of specialists: match specialist expertise to assignment needs, review and approve the technical quality of specialist work product, and provide technical guidance and mentorship to bench members;
• Work with the bench to carry out on-site facilitation, data collection, site visits, and observations where fieldwork is appropriate;
• Verify the accuracy of AI-assisted analysis or content before it is included in any deliverable.
Minimum Qualifications
• Authorization to work in the United States;
• Master's degree or higher;
• At least 8 years of recent monitoring, evaluation, and learning experience with international development projects in the communities and with the populations served by ILAB projects;
• Demonstrated ability to facilitate trainings, create and use tools that elicit and leverage collective thinking, and lead cross-team learning workshops;
• Demonstrated ability to work with portfolio approaches and methodologies and to provide actionable feedback on thematic areas of interest;
• Experience within the past three years leading evaluation teams virtually and in hybrid (remote and in-person) settings;
• Demonstrated experience in one or more of the following: adaptive evaluation; collaboration, learning and adaptation (CLA); rapid evaluation; use of AI in evaluation;
• Ability to listen to stakeholder input, adapt evaluation approaches accordingly, and communicate findings persuasively to influence program improvements;
• Fluency in written and spoken English, and ability to produce high-quality deliverables in proficient English on deadline.
Assets
• Fluency in one or more languages of countries where ILAB projects are implemented;
• Previous experience evaluating or researching labor rights programs and initiatives.
