Performance Evaluation of WFP 4-Year Program in Egypt

As a holder of World Food Programme (WFP) global long term agreement for decentralized evaluations, i-APS was contracted by WFP Egypt to conduct a decentralized evaluation (DE) of the “First 1000 Days Programme in Egypt” (2017 to 2021), as a part of the current Country Strategic Plan (CSP).

The ‘First 1000 Days Programme’ was launched in 2017 as a pilot between the government of Egypt and WFP to support vulnerable mothers and their children (6-23 months). 

In 2020, the programme was scaled-up to address the effects of the pandemic on basic food and nutrition security.

The purpose of the evaluation was to assess whether the program was successfully implemented and provided transparency and accountability towards stakeholders, in addition to learning. Through this evaluation, i-APS provided WFP Egypt with information and data to draw on lessons learned to inform the future strategic and operational direction in the country.

i-APS implemented the evaluation in Egypt, working with an Egyptian national team leader and its network of country and international experts focused on research and accountability in key Egyptian governorates. The mixed-methods evaluation included 700 beneficiary surveys, 24 in-depth interviews with key stakeholders, and 57 focus group discussions (FGDs), with a total of 362 participants.
