For more information, please visit our website at www.i-aps.com Project Summary: i-APS is recruiting senior positions for an expected 3-to-5-year Yemen Third-Party Monitoring and Evaluation activity to support the Bureau for Humanitarian Assistance (BHA) work in Yemen. Position Summary: The Chief of Party (COP) will be responsible for providing the overall vision and technical leadership to the i-APS team. The COP will be mainly responsible for the project’s overall management and technical operations and will ensure that tasks and deliverables are completed according to high professional standards and on schedule. The COP will be the primary point of contact with USAID BHA for day-to-day activity implementation and management matters relating to the project. Responsibilities: Leads and manages the project’s field team and directly supervises technical leads/managers Provides vision, leadership and guidance, including planning and implementation of learning related activities and planning and implementation of staff motivation incentives. Serve as the main point of contact with USAID BHA for activity design, implementation and management Manages and oversees activities’ planning, organization, implementation and quality assurance. Ensures timely submission of all contract deliverables. Oversees and monitors all sub-contractors and sub-awards under the award. Maintains administrative and financial controls, and ensures compliance with all terms and conditions of the contract and applicable U.S. Government and USAID rules and regulations. Oversees contract’s budget function. Is responsible for overall security aspects of the work, including real time understanding of local political and security developments, and acts as the primary liaison for USAID regarding security matters.

Required Experience

Desirable Experience

  • Previous experience as COP on a USAID MEL program in a complex operating environment is a must.
  • At least ten (10) years of experience in leading monitoring and evaluation work in MENA region and progressively responsible management experience.
  • Familiarity with USAID BHA objectives, approaches and operations, particularly related to MEL.
  • Master’s degree in international affairs, social science, or a related field. Experience working in context similar to Yemen
  • Previous Yemen experience is a plus Previous experience managing sub-contractors.
  • Strong communication, analytics, writing and interpersonal skills.
  • Previous professional work experience supporting humanitarian assistance programs in Yemen or MENA region
  • Fluency in English is required, including experience preparing high quality reports and presentations. Knowledge of Arabic is a plus.
